What it means

For clinic owners

Three things changed at once on Apr 1, 2026: a 6% rate cut (another 4% is scheduled for Apr 1, 2027), a 4,000-hour lifetime cap on comprehensive ABA, and no telehealth (modifier 95) for 97151-97154 and 0373T. Adult (21+) ABA stopped being reimbursed on Oct 1, 2026. Track each client's lifetime hours in the IHCP Portal and add caregiver coaching to every prior-auth request.

For BCBAs & RBTs

BCBAs and BCaBAs can now bill 97153 directly, at the same rate as RBTs. Telehealth-based roles for direct and assessment codes are gone; adult-services caseloads ended Oct 1, 2026.

    ABA ends for Medicaid members 21+

    IHCP no longer authorizes or reimburses ABA for members 21 and older for dates of service on/after Oct 1, 2026, after a 6-month transition window (Apr 1 - Sep 30, 2026). ABA is now covered only through EPSDT.
